- Expression of Interest are invited for TASAF PSSN Second Phase - Process Evaluation. Publication Date: 20-Sep-2022 Expression of Interest Deadline: 28-Sep-2022 The World Bank is looking to engage a firm to conduct an objective and comprehensive process evaluation of the PSSN II operations. The process evaluation will analyze the compliance with the programs technical design and implementation guidelines, and its efficiency throughout its activity cycle. By doing so, the process evaluation will also examine the overall program management and coordination among stakeholders. Finally, the evaluation will come up with specific and practical recommendations for operational improvement. The process evaluation methodology will rely on both qualitative and quantitative methods. In line with international experiences, the process evaluation will include three main components: a) a detailed description of how the program is operating in reality and relative to existing guidelines on how it should be operating according to its design b) a measurement of the efficacy and efficiency of the operation and c) a set of reccomendations.
