Description:
Expression of Interest are invited for Tanzania/Zanzibar Utility Digitalization and Performance Improvement Roadmap. This activity will develop a digitalization strategy for two vertically integrated electricity utilities in Tanzania, the Tanzania Electric Supply Company (TANESCO) and the Zanzibar Electricity Corporation (ZECO). The activity will assess and take stock of TANESCO and ZECOs current and planned digitalization programs, develop a strategic plan for the deployment of smart grid technologies (both OT and IT) aligned with broader power sector goals, and a roadmap for implementation for each utility. The assessment, strategic plan and roadmap are expected to cover hardware, software, business process changes, skills, financial and other resources, as appropriate, that are needed to ensure that TANESCO and ZECO are able to leverage opportunities for utility modernization and network automation in support of their goals, with a view towards improving operational performance and financial sustainability. The digitization/automation roadmap shall cover both transmission and distribution operations of TANESCO and ZECO. The objectives of this assignment are: Prepare separate digitalization roadmaps for TANESCO and ZECO considering the actions to be undertaken in the short term (2-3 years) and medium term (3-6 years). Prepare strategic plans for TANESCO and ZECO for the deployment of digitalization and smart grid technologies (both IT and OT) for both TANESCO and ZECO; Prepare roadmaps for TANESCO and ZECO to implement the IT/OT strategy with a view to mainstream the use of these systems and associated data in business operations, customer systems, and visibility and control of infrastructure in a manner that improves operational efficiency, reliability and integration of distributed energy resources. Build capacity in the two utilities to enable them to implement the roadmaps.
