Description:
The World Bank is seeking to hire a Consultant Firmto undertake the preparation of a detailed and advanced business case on theproposed City Natural Gas Distribution Project in Tanzania, starting with Dares Salaam City. The implementing government agency is the Tanzania PetroleumDevelopment Corporation (TPDC). The Project aims at distributing natural gas todifferent end users such as households, industries, institutions and vehiclesas stipulated in the Natural Gas Utilization Master Plan (NGUMP), 2016. Theproject is planned to be implemented through a Public Private Partnership (PPP)arrangement between TPDC and Private Partner(s) who shall be financially andtechnically capable to finance, design, construct, operate, and maintain andeventually transfer the Asset at the end of concession period to the TPDC.The project will encompass the construction and commissioning as well asoperation of natural gas distribution infrastructures and sale of naturalgas to end users. The project will be implemented in phases covering the wholecountry. Phase I will cover three (3) regions that is Dar es Salaam, Lindi andMtwara. The implementation of this phase will be done in two (2) lots, whereLot 1 will cover Dar es Salaam region which will be subdivided into three zonesnamely Kinondoni and Ubungo districts; Ilala district, and Temeke and Kigambonidistricts, and Lot 2 will cover Lindi and Mtwara municipalities. The details of the Projectare set out in the terms of reference, the viability assessments for whichshall be explored through a detailed Business Case Study that will be carriedout. The primary aim of the Consultancy Service is to develop a well-structuredbankable PPP project business case for this project.
