  • IntroductionAccessto basic education in Tanzania has improved over time but drop-out remains highdue to several factors, including unsafe passage to and from school. Access to basic education in Tanzaniahas improved significantly, with initiatives like the Fee-Free Basic EducationPolicy (FBEP) enrolling an additional 4.5 million children since 2016. Genderparity in primary and lower secondary education has nearly been achieved.However, dropout rates remain high, with 20-30% of students not completingprimary school and 58% of lower secondary-aged students out of school. Truancyaccounts for 97% of dropouts in lower secondary education, but it is often asymptom of deeper issues, including socio-economic challenges, learningdifficulties, and long distances to schools. Despite an expanded schoolnetwork, many children still face unsafe and lengthy routes to school,exacerbating risks of violence and other barriers to attendance. Unsafepassages to school are a deterrent to access, and complete, basic education.Toaddress these challenges, the Government of Tanzania launched the Safe SchoolProgram (SSP). TheSSP has eight key components: (1) strengthening grievance redress mechanismsand child protection, (2) prevention and response to gender-based violence, (3)updating and orientation of the Teachers Code of Conduct, (4) life skills andpeer education programs, (5) school feeding and nutrition, (6) strengtheningparent-teacher partnerships and community engagement, (7) establishing an earlywarning drop-out system, and (8) ensuring safe passage to/from school. The SSPis being rolled out based on vulnerability criteria in primary and secondaryschools. Through World Bank supported education programs - Boost StudentLearning Outcomes (BOOST) and Secondary Education Quality Improvement Project(SEQUIP), the Government is rolling out the SSP in targeted primary andsecondary with the aim of intervening early to reduce drop-out.
