Description:
In the Revolutionary Government ofZanzibar, the President-s Office Constitution, Legal Affairs, Public Serviceand Good Governance (POCLPG) has the responsibility of managing human resourceinformation of public servants, while the President-s Office Finance andPlanning (POFP), through its budget department, is tasked with payrollprocessing. As part of the digital transformation effort, the Government has designedand developed a web-based HR and Payroll System (HR-PayMIS) to improveefficiency, accountability and transparency in managing Government HR and payrolloperations. The purpose of establishment of this system is to eliminate theexisting challenge of the lack of accurate information of public servants andrepeated incidences of inclusion of ghost workers in the Government paymentsystem. The new system went live in February 2025, and has several modules,include an Operational Module, Salary Management Module, Deduction Module,Personal Information Module, Budget Module and others. Currently the systemperforms payroll processing, manages salary budgets, maintains employeepersonal information and loan management for approximately 43,292 publicservants and is integrated with Zanzibar ID, ZSSF, Zanzibar Civil StatusRegistration Agency (ZCSRA). TheHR-PAYMIS initiative is firmly anchored in the Zanzibar Development Vision2050, which identifies digital transformation as a key pillar for elevating thearchipelago to an upper-middle-income economy, and fully aligns with theupcoming Zanzibar Digital Policy, which mandates the use of digitaltechnologies to ensure timely, effective, and cost-efficient public servicedelivery. As emphasized by the Zanzibar Digital Government Strategy (ZDGS)2023-2027, systems like HR-PAYMIS, along with E-Office and ZanAjira, aretransformative tools intended to streamline public administration, strengthenpublic finance management, and enhance overall governance efficiency.
