• Expression of Interest are invited for Provision of Aviation Support Services to Panafrican Energy Tanzania Limited. All physical responses are to be delivered before 2pm Friday, 10th February 2023. 1. PanAfrican Energy Tanzania Ltd. a Producer, Distributor and Marketer of Natural Gas from the Songo Songo gas field in Kilwa District, Lindi Region hereby invites potential bidders to express their interest and provide a quote for the supply of the following Services. 2.SERVICES Providing Aviation support services which includes the following:- Provision of weekly flights for crew changes with co-pilot between DAR to Songo Songo Island- DAR up to 13 pax per flight each way. Spot Hire flights from DAR to SongoSongo Island. Charter Air Services. Spot Hire Flights from DAR to other locations including but not limited to Mtwara, Mafia, Kilwa, Arusha and Dodoma. Spot Hire Flights for the transportation of cargo between DAR - SongoSongo Island- DAR. Additional longer distance spot hire flights from DAR- Mombasa- DAR or Dar-South Africa- DAR or DAR -Arusha-DAR. Ground evacuation assets providing link-up with aviation evacuation assets in DAR. Maintenance and flights base facilities associated with flight operation 3. This call for Eol signifies the start of an open, transparent and objective tender process. 4. The Potential Bidder should be a well-established and reputable company and shall indicate that it is willing, capable, experienced, and competent in supplying the said Services preferably to the Oil & Gas Industries and or Mining Industry. Failure to indicate clearly may result in disqualification. 5. Potential Bidders must submit information to demonstrate their technical competency and relevant experience. As a minimum, this must include the following: Proof of experience in providing said Services preferably in the Oil & Gas industry and or Mining Industry. Proven relevant technical capability. Proof of QHSE standards, i.e., Certificates of registration with a recognised institutions such as ISO standards for quality, health, safety, and environment, Safety Management System with the following; Company HSE Policy and Compliance Certificates, Incident/Accident reporting procedure, safety statistics for three years, risk assessment of operations, Safety plans, appointed safety professionals, representatives and committee, accident / incident investigation process, flight crew trainings and intervals of trainings, management of change process and safety assurance program. Proof of registration with local authorities in Tanzania. Attach Company Registration/Incorporation certificate, Tax Identification Number (TIN) and Value Added Tax (VAT) certificates, Valid Business License, Regulatory licenses and permits (as applicable), etc. Proof of financial capability (provide latest approved audited financial statements for the past 3 years) and a Letter from your Bank. Airworthiness certificate for the relevant aircrafts and relevant valid insurance covers for the same. For Tanzania Registered Companies provide Proof of Registration in EWURA-s LSSP Database as a Local Service Provider and current annual returns generated from BRELA Online Registration System. Certification, ratings and credentials for their pilot staff (current). Open to third party aircraft operator audits 6. All correspondence regarding this enquiry shall be in writing and communicated by e-mail otherwise the potential bidder may be disqualified from tendering at the sole discretion of PanAfrican Energy Tanzania Limited.
