In partnership with the Kingdom of Belgium, the government of Tanzania is implementing a 5- year water and sanitation project in 22 villages across the six districts in Kigoma region. The project is anchored in the Regional Administrative Secretariat in Kigoma where Enabel - Belgian Development Agency -and the Rural Water and Sanitation Agency (RUWASA) are managing its implementation. The project seeks to contribute towards equitable development and poverty reduction among Kigoma communities through improved access to safe and clean water supply and sanitation services. Specifically, the project aims at increasing access to safe water and sanitation services and reduce the burden related to water and sanitation amongst communities especially women and the youth in Kigoma region. It does so while addressing relatedenvironmental and social issues including gender and HIV/AIDS. The project envisages three key results: a) Community-Based Water Supply Organisations (CBWSO) are managing rural water supply schemes in a sustainable way; b) 200,000 inhabitants have access to safe drinking water that reduces water related burden through rehabilitation and extension of existing assets; c) Households have improved their hygiene practices towards water collection, transport, storage and use. According to the pre-intervention survey in the targeted villages, 80% of the households depend on unimproved sources. The rate of diarrhoea prevalence was recorded at 39% followed by typhoid (20.04%), bilharzia (13.11%), cholera (8.61%), dysentery (8.43%) and scabies (0.37%). The emergence of COVID-19 adds to the disease burden to the communities although so far, no known cases have been recorded in the targeted communities. Further studies in knowledge, attitudes and practice (KAP) in these targeted villages show potential risks to good health of the people for which interventions are necessary. About 30.4% of the villagers in the initial sixteen villages were treating their drinking water using a range of treatment methods some of which are safe and others not quite safe. From the KAPs study, there were notable knowledge gaps in safe hand hygiene practices that reveal serious risks, for example only about 5% practice hand washing after latrine use. Although adoption of latrine use was seen to be relatively high in the area where only 2.5% of the households having no toilets, increasing the uptake and hygienic use the same is considered essential. There is also notable poor waste management that has a risk on public health and environment. To measure progress of the intervention on these, the project will need to develop a robust monitoring and evaluation. 1.2 Objective and Expected results The general objective of the action under this Call for Proposals is to complement the water supply efforts made in the project by promoting hygiene behaviours that ensure that the clean water collected from the commissioned water supply remains safe for human consumption. The specific objectives (SOs) of the action are: a) To promote safe hygiene practices in water collection, transporting storage and use at household level in 22 project villages. b) To promote sanitation and hygiene at all communal water service points in the schemes in the targeted villages. c) To improve handwashing behaviour in the targeted communities. d) To facilitate improved use and maintenance of latrines in the project villages. Expected key results in this grant are as follows: a) Practices in transporting water to households, and management of domestic water are improved. b) Sanitation is maintained at all communal service points and around all service tanks in the targeted water supply schemes. c) All Community-Based Water Supply Organizations are implementing hygiene and sanitation plans. d) Households and their members in the targeted areas adopt safe hand hygiene practices. e) Households adopt latrine use and improved management of these facilities. Indicators A list of indicators that will be monitored under this grant will be completed against baseline values to be established within six weeks of this grant agreement. 1.3 Amount of the financial allocation provided by the contracting authority The total indicative amount available under this Call for Proposals is 300,000 EUR. The contracting authority reserves the right not to award all of the available funds. The project does not consider dividing the six targeted districts or the 22 villages into any lots. The project will therefore award one grant for this Call for Proposals. Enabel • Belgian development agency • Public-law company with social purposes Rue Haute 147 • 1000 Brussels • T +32 (0)2 505 37 00 • enabel.be 6 2.1 Admissibility criteria There are three categories of admissibility criteria, which concern, respectively: (1) The actors: The applicant, i.e. the entity submitting the application (2.1.1 and 2.1.2) (2) The actions : Actions admissible for grants (2.1.3) (3) The costs: The types of costs that may be included in the calculation of the grant amount (2.1.4). 2.1.1 Admissibility of applicants Applicant (1) To be admissible for grants, the applicant must satisfy the following conditions: The applicant will be local or international non-governmental and not-for-profit organization, established or represented in Tanzania1 with a track record achieved over years of experience in executing sanitation and hygiene projects; (2) The potential applicant may not participate in this Calls for Proposals, nor may they be the beneficiary of grants should one of the following situations be applicable to them: a) they are in a state of or the subject of proceedings relating to bankruptcy, windingup, administration by the courts, arrangement with creditors, cessation of business activities, or are in any similar situation arising from proceedings of the same nature provided for in national legislation or regulations; b) they have been the subject of a judgement which has the force of res judicata (i.e. against which no appeal is possible) for any offence involving their professional conduct; c) they have been guilty of grave professional misconduct proven by any means, which the contracting authorities can justify; d) they have not fulfilled their obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the contracting authority-s country or those of the country where the contract is to be performed; e)
