Description:
This scope of work will comprise two main activities that will progress concurrently: Activity A: The consultant will review existing legal and regulatory frameworks, risk sharing and commercial arrangements to attract private investment in power generation using PPP arrangements. Recommendations for improving legal and regulatory frameworks will be made for consideration by MoE, with the aim of accelerating development of infrastructure required to accommodate universal access to electricity in Tanzania. This TA will support embedded advisors in the Ministry of Energy whose aim is to facilitate procurement of at least three priority projects using PPP arrangements.Activity B: The consultant shall provide hands-on, practical implementation support to the PPP Centre and relevant Contracting Authorities in the energy sector. This includes technical advisory across the full PPP project cycle, with particular emphasis on transaction execution and institutional strengthening.
