• Expression of Interest are invited for Advisory Services for Planning Infrastructure and Urban Redevelopment in the Msimbazi Special Planning Area. The World Banks City Resilience Program - a multi-donor initiative aimed at increasing financing for urban resilience - is supporting the World Bank DMPD-2 task team with planning a balanced and sustainable urban development scheme for Msimbazi, focusing on the lower Msimbazi Special Planning Area (MSPA) that comprises approximately 57 hectares of flood-prone lands adjacent to Dar es Salaams Central Business District. CRP will provide key technical and commercial inputs on the urban regeneration activities in MSPA for inclusion in DMPD-2. DMPD-2 would carry out investments in flood control, environmental restoration, providing site development and basic infrastructure, and public amenities in order to catalyze further urban development of MSPA. In this context, CRP presents this Request for Expression of Interest to for an urban planning and economic development consulting firm to undertake the following advisory services in respect of urban development planning in the Lower Msimbazi Valley with a focus on MSPA: a. Developing the overall approach to urban development activities in MSPA Scoping urban regeneration activities in MSPA Planning infrastructure provision in the MSPA to foster real estate development Key institutional aspects of infrastructure planning. Approach to delivery of affordable housing Entry points for private partners, scoping the private sector driven activities and the areas where public sector interventions are necessary. Critical review and coordination of technical inputs of various specialized teams involved in MSPA planning, including urban planners/designer, resettlement/housing, and engineering consultants. Institutional framework for urban regeneration activities, Assessment of institutional capacity, and the need for institutional strengthening. b. Scoping and costing of MSPA-focused activities to be financed by DMPD-2. c. Business case for Msimbazi city park operation and management Technical advice on one of the DMPD-2 sub-components aimed at transforming the lower floodplain of Msimbazi into a public park. Estimating operation and maintenance costs of the park. Identification of revenue generation opportunities. Propose options for park management structures, business model for park operations and asset management. Desk-based work is expected to begin in early June, with an in-person mission (should COVID-19 conditions relax sufficiently to allow for international travel) expected in July-August. EOI responses should be limited to 30 pages and highlight the capacity both meet the technical requirements of the tasks listed as well as to engage effectively with local officials and stakeholders. To this end, local presence will be especially valued in any eventual proposal.
