BACKGROUND The NRC education programme in Tanzania aims to improve access to quality and protective basic education (pre-school, primary and lower secondary) for displacement affected children and includes the development and delivery of an Accelerated Education Programme (AEP). AEPs are flexible, age-appropriate programmes, run in an accelerated timeframe, which aim to provide access to education for disadvantaged, over-age, out-of-school children and youth - particularly those who missed out on, or had their education interrupted due to poverty, marginalisation, conflict and crisis. The goal of Accelerated Education Programmes is to provide learners with equivalent, certified competencies for basic education using effective teaching and learning approaches that match their level of cognitive maturity. The programme targets refugees of Burundian origin in Nduta and Mtendeli camps in the Kigoma region of Tanzania, where education, because of policy, is delivered using the Burundian curriculum. The language of instruction is Kirundi across years 1-4 with a transition to French as language of instruction thereafter. According to the Burundi Transitional Plan for Education 2018 - 2020 (Plan transitoire de l`éducation au Burundi 2018 - 2020), the basic education curriculum in Burundi has been revised. Participation in education is particularly low among Burundian adolescents and youth with 78% of children enrolled in primary school and just 3% participating in secondary education across the camps. While an accelerated education programme is currently in place, it only covers the early years of primary education and is based on the old Burundi curriculum. There is a need to develop an Accelerated Education Curriculum based on the revised Burundi curriculum for use in the camps. SCOPE OF THE ASSIGNMENT AND METHODOLOGY The consultant will be expected to provide technical expertise and lead in a consultative and collaborative process to develop an Accelerated Education curriculum. This includes the following main components: a. Conduct desk review and produce inception report b. Lead the co-development of a Curriculum Map c. SCOPE OF THE ASSIGNMENT AND METHODOLOGY The consultant will be expected to provide technical expertise and lead in a consultative and collaborative process to develop an Accelerated Education curriculum. This includes the following main components: a). Conduct desk review and produce inception report b). Lead the co-development of a Curriculum Map c). Consolidate Map and develop Curriculum Introduction and report a). Desk research and inception report As a first phase in this assignment, the consultant is expected to undertake a desk review of the Burundi curriculum, AE resources and guidance developed by the AEWG , the existing learning outcome assessment tool used by NRC (ACER), assessments and context-related documents and other relevant documents. A package of documents will be shared with the consultant by NRC alongside compiled data from numerous stakeholder consultations that took place in 2020 regarding the curriculum development process. This phase will also include the detailed planning of field level workshops to take place during phase 2, where the curriculum map will be co-developed with field-level education experts in Kibondo. It is expected that this phase of the consultancy can be completed remotely. Deliverable: Inception report. This should include but is not limited to the following: Key considerations and relevant findings from the desk review, a detailed methodology and sequencing (particularly for field level workshops and including the local level initial validation of the curriculum) and a detailed workplan. This should include all relevant planning, presentations and materials needed for the field-level workshops. b). Lead the co-development of a Curriculum Map Based on the final inception report and workplan, the consultant will lead the process of co-developing the Curriculum Map with field-level education experts including refugee teachers, inspectors, head teachers and other education experts implementing education programmes in the camps. It is anticipated that the curriculum will condense years 1-6 of the Burundi curriculum into 3 years with each year therefore covering 2 years of content . As such, field level workshops will aim to collaboratively identify the priority subjects as well as subject specific priority competencies, outcomes and objectives from each subject to be included in the AE curriculum. Social and Emotional Learning (SEL) should be incorporated into the curriculum drawing on content from the Burundi curriculum and elsewhere as necessary and relevant. It is expected that the consultant will follow the AE curriculum development guidance of the AEWG, which will be released in early 2021. NRC has engaged a local curriculum development expert who will support the consultant in all aspects of this phase including the identification and coordination of subject-specific experts for the workshops, coordination of all logistics, translation if and when necessary, facilitation of sessions and workshops etc. The field level workshops should also offer an opportunity for workshop participants to develop their capacities on elements of curriculum development. Workshops should therefore be designed and facilitated with capacity development in mind and should include very basic pre- and post-testing of participants to gauge their increase in knowledge and skills as a result of participation in the workshops. This data should be submitted to NRC with the final deliverables. This phase should include the local-level initial validation of various components of the curriculum, which will be designed by the consultant at the inception phase. For this phase, it is expected that the consultant be located in Kibondo and hosted by NRC. Deliverables: Conduct field level workshops as per workplan and produce a basic report outlining key challenges and successes encountered during the field work and including any critical learning and feedback about the curriculum development process. c).
